转口货物的另一张身份证《未再加工证明》

在国际转口贸易中，为了享受贸易优惠政策，需要中转地国家海关出具货物在中转地国家未经再次加工的证明。海关总署在长三角地区（上海，苏州，宁波，杭州，合肥等地）试点签发优惠贸易项下转口货物《未再加工证明》，只限于海关特殊监管区域，包括综合保税区，保税港区，物流园区，保税区等。

只要满足三个条件，进出境收发货人就可以向试点地区海关申请《未再加工证明》。

（1）自境外进入区域（场所）起始终存放于该区域（场所）内，接受海关监管的非中国原产货物；

（2）货物未经除装卸、物流拆分或者为使其保持良好状态所必需处理以外的其他处理；

（3）货物在申报进境后1年内申报出境。

申请资料也不复杂，只要提供货物原产地证明复印件，进出境报关及物流单证。
